Or subjectively they realize it "underperformed" or "didn't meet expectations", and that is why they are pumping money into it.
to add to this a bit more, like i have said before DCA only needs 8,000 people thru its gates tomake money so the use of the word failure is nonsense.
The park has problems artisically and evenmore problems within the Disney community but in no way is it failing or near failing financially like Euro Disney did (a park that had a HUGE investment)

GOod points Ismael, there is a difference between a creative failure and a financial failure, I think some people forget that. A park with a huge budget doesnt always mean instant success financially and vice versa.
