I think that they are in fact delaying the electrical parade so as to keep people from running to Dland from DCA to try and catch the fireworks.

They did this on Friday as well. I think they've been doing it when they know there's going to be a massive amount of people trying to flood DL for the new fireworks.

Does this mean Summer Nightastic is a flop? Now, I'm scared to go to Disneyland this Saturday to see the firework show, because they might cancel it.

^2 things wrong with that statement.
Summer Nightastic! is not a flop. It's doing what it was designed to do: get people into the parks. While the parks are filled to an uncomfortable level for some, it's doing exactly what the people in charge wanted to do, even if there are some complaints.
Secondly, why would you be scared that they were going to cancel the fireworks? Why would they, especially since the Fantasmic! dragon is down. The only reason they cancel fireworks is due to weather related conditions. Don't skip out on Disneyland because of that. They delayed the electrical parade for safety reasons, not because it's a flop. Summer Nightastic is far from that. Based on the crowds over the weekend and this week I'd say it's done its job.

LaughingPlace in their latest update has an interview with Denny Newell, Senior Show Director for the resort. In the interview about DEP, he makes an interesting comment (at about 2:40 in) about the "new" units added to the parade. He mentioned that they made a "world tour" and went to Paris & Hong Kong before returning here. Hong Kong, eh? Guess there's a version of the parade in storage there after all.

Another interesting quote from a recent Theme Park Insider article:
Nightastic starts tonight and runs through August 23, a relatively short run for Disney's summer season. But McIntyre hinted strongly that Magical would return next summer (and that Disney might have a new fireworks show for Halloween), so that won't be the last we see of this trio of shows.
While I'm bummed that DL might be missing out on a special Anniversary show next year, I'm excited that we FINALLY might be getting a Halloween show this year. At long last I may have a legitimate reason to get my butt down to Anaheim during the Halloween season. Yay for that!

and no one believed me when i mentioned several months back that the missing floats were in japan getting ready to be shipped back.
Oh and they do have a version of the parade, not really sure what they are waiting for to use it. Maybe it needs lots of work to get it operational and the funds are not available yet

Awesome!! I won't be able to see Magical this year but if they do a new show for Halloween, I'm all in!!(and that Disney might have a new fireworks show for Halloween),
