Though I wish it was true you could use a FP anytime you wanted. I also thought when you get a FP you could only hold one, maybe two, at the most at one time.

It is true for most rides you can only hold one Fast Pass. The Fast Passes are connected to a system and there are a couple rides that are not connected, thus allowing you to get Fast Passes for those rides like Roger Rabbit and Grizzly River Run.
The reason why you can't use a Fast Pass anytime you want is because if everyone decided to do that, they would all just head straight to the line right after they get the Fast Pass, therefore clogging the whole line and extending the waiting for everybody. That's why they give a certain number of Fast Passes out for each time period so the Fast Pass line won't be full and the Cast Members can easily get the people with Fast Passes on the ride and continue working on the Stand By line.
