A quick note on recent work permits filed...
While there is seemingly little to no budget for anything lately, there have been an interesting number of permits relating to Epcot's aesthetic upkeep.
"Aluminum beauty caps and pressure plate" on storefront windows on the Innoventions buildings will be replace. Anyone know what those are exactly?
Character Spot is getting 5 plasma TV's in the queue.
Backstage access points at Land and Imagination is being pressure washed, stripped, minor repairs, and repainted.
The entire World Showcase promenade is being re-caulked between the concrete sections.
And finally, Canada's mountains are being cleaned and repainted.
It's not an awful lot, but more then they usually do and interesting that they all suddenly pop up at once when nothing appears to be going on aside from DVC construction and some resort renovations.

Interesting note - some research shows that pressure plates are what hold all those windows in Innoventions in place while beauty caps are essentially the finished metal you see over the support structure. Long story short, it appears they filed a permit to replace the windows.

Instead of getting plasma tv's for Character Spot they should replace those horrid backdrops. I never took pictures in there.

It's not really replacing the windows per se, just the elements that get the most wear-and-tear. I used to live in a highrise, and this past year they were replacing all the beauty moldings and pressure plates. The windows stayed in place, just the elements that make them look good were changed out.
All the things you listed are preventative maintenance, so I don't consider them to be "plussing" EPCOT since they don't alter the experience and neither add nor detract from it. It's all stuff that you should be doing whether it's a theme park or a city street."I like maxims that don't encourage behavior modification."
